Mesa 10.5.4 download is *STILL* broken

Description
Every single time I have to download Mesa, try to find where port looks for a file locally, out it in about three different locations on my file system because you *STILL* do not have it properly loaded onto the repositories. I can ftp the file, I can http the file, but port *WILL NOT FIND IT*!
This should not be hard to fix. Please look into how you are propagating it out to the mirrors.
Before you ask, I have tried all of the usual tricks, including logging onto different wireless providers, using a different DNS server, etc.

The fact that mesa fetches from ftp is a duplicate of #47314.
The fact that ftp-hosted files aren't getting mirrored is a duplicate of #45262.
