It has updated to 2.4 on Github. Otherwise it outputs some warning message on El Capitan

Hi. I wonder if I can go ahead and submit my own patch (though I don't know how to do it now). Do I have to wait for the maintainer to respond or merge?

You can attach a unified diff to this ticket. We are waiting for the maintainer, but a committer can apply it after a few days if we don't hear anything.

About this ticket and #49181, the docs have
Note: Under Yosemite (and later) pasteboard access seems to work fine without the program from this repository.
Is this port still needed for recent OSes?

According to https://github.com/ChrisJohnsen/tmux-MacOSX-pasteboard/blob/master/Usage.md, it may still be useful for some other services, which I believe are listed in the section named "Beyond Pasteboard Access"

Yes, it can be important for launching some GUI Application (e.g. GitX ans similar), use open etc.
Just wanted to submit the same patch when I saw, that someone already opened the ticket with the same patch.
