See https://github.com/sphinx-doc/sphinx/issues/1798 for details. This was reported in the spring - how long until a workable macports version will be updated? The 1.3.1 is no good but the tar-ball from sphinx has been updated and presumably fixed the problem.

Please do not expect that all upstream tickets are followed by port maintainers, it's just not feasible.
I also do not fully understand the situation, the latest upstream release is @1.3.1, the version provided in Macports. So please ask upstream to create a new release including the fix. If upstream did some stealth update to 1.3.1, please inform them to never do again, and to release properly instead. Stealth updates are bad practice and should be avoided at any costs, because they cause trouble to users and packaging projects.
