php70 @7.0.0 is in MacPorts now.

But how does one install php70-pear subport? The current pear-install-pear port is dated 2014, and I see no reference to php70 in its port file.

One can't yet; there isn't one yet. When one is created, a note will be left in this ticket by its assignee and the ticket will be marked closed/fixed.

Yes, php70 module ports will get added after php70 @7.0.0 is released.
The Cc field requires valid email addresses. And "openmaintainer" is not a person and should not be Cc'd.
