Looks like you are trying to use an old version of Xcode with El Capitan. Please upgrade to Xcode 7 or later, and the corresponding version of the command line tools.

I've faced exactly with the same issue.
OS X 10.11.2, Xcode 7.2 (latest, fully upgraded for now)

Can anybody address this info to appropriate package maintainer to fix this issue in lib dependencies?
