tor, tor-devel: adopt maintainership

In repsonse to #49981, I offered MacLemon to maintain the Tor ports in MacPorts. See ​https://twitter.com/MacLemon/status/675740764643729408.

Note that a "request" ticket type is only for requesting new ports.
