We're going to switch to a stack-based build mechanism for pretty much all haskell ports (see https://github.com/macports/macports-ports/pull/4698 as an example), so this will no longer be required and we'll figure out an easier way to build pandoc-citeproc (#50416). Unfortunately, it has turned out to be way too much effort for us to maintain the various haskell libraries as separate ports. For this reason, I'll close this as wontfix. Still, thank you for the work that you did put into this, it is much appreciated.
