yelp @3.17.2_0 does not upgrade to @3.18.1_0

Description
I was trying to upgrade yelp
to 3.18.1_0
, since I found 3.17.2_0
outdated:
yelp 3.17.2_0 < 3.18.1_0
However, calling
$ sudo port -s upgrade yelp ---> Scanning binaries for linking errors ---> No broken files found.
nothing substantial happens.
Similarly,
gnome-online-accounts 3.8.5_2 < 3.18.3_0
also remains as is.
Ideas?

This is the very first time in many years that ports I am using got fully incompatible with my platform.
$ sudo port dependents yelp eog depends on yelp gedit depends on yelp gthumb depends on yelp
Do you expect that programs from this list will soon insist to find yelp @3.18.1_0
and later?

The version of yelp that you have had installed up to this point (3.17.2) continues to be current version for your platform and works just fine so no need to worry. Same goes for gnome-online-accounts (3.8.5).

What version of OS X are you building on? The updated versions are only supported on 10.9+. 10.8 and earlier (that don't support libc++) only support the older legacy versions.
