Description
This enhancement to subport reduce-addons removes a dependency on emacs-app to byte-compile included reduce-ide elisp files. Only the un-compiled files will be moved to the site-lisp directory.

Committed in r146097. I also added a build dependency on automake because the build with a "-t" switch would otherwise complain about missing aclocal.
