Could not update macports

I have tried upgrading macports, which got upgraded successfully but error is coming while updating synchronising macport
on giving the command
sudo port -d selfupdate
following error is coming

I don't know why you get Failed to connect to distfiles.macports.org port 443: Connection refused
. Works fine for me. Do you have trouble accessing other web sites over https? Can you access https://distfiles.macports.org in a web browser or do you get an error there too?

I was able to access https://distfiles.macports.org from the browser without any problem

Do you use a proxy server of some sort?
You'll have to help us figure out why this is failing for you, because it's not failing for us.

Yes I use internet under college proxy. But I was able to update ports till last month. Last month I updated and upgraded macports and only after that I am not able to update them.
Though, even now, under same proxy server I am able to upgrade them but not update.
I have modified /opt/local/etc/macports/macports.conf file to work under firewall or proxy.
Suddenly it stopped updating
