Allow compiling valgrind 3.11.0 on El Capitan

Description
According to release notes, 3.11.0 added preliminary support for OS X 10.11, and appears to compile and run OK (using 10.11.4 and Xcode 7.3). I've attached a patch based on the fix for #49155, where the version allowed is bumped to 10.11.

Thank you for the patch. I did not have any chance to test this on El Capitan, so I have no idea how well that preliminary support works. You might also want to try valgrind-devel, which tracks the development in irregular snapshots and often has better support for the latest OS X version.
