octave-devel fails upgrade and fresh install

Description
octave-devel 4.1.0+_13 < 4.1.0+_14 upgrade fails wanting java 6 on Mac 10.10.5, and fails fresh install. Tried doing fresh install without java and it failed as shown in log file. Please see log.

Xcode 6.1.1 is too old for OS X 10.10. You should use Xcode 7.2.1. See wiki:XcodeVersionInfo.
