Does the fish port really need to depend on doxygen and graphviz?

~% port deps fish Full Name: fish @2.3.1_0 Build Dependencies: doxygen, graphviz Library Dependencies: libiconv, ncurses, gettext
doxygen and graphviz are only needed for the fish shell developers, not for the fish shell users. This is especially bad as graphviz brings lots of dependencies, including X11.

I agree this doesn't look correct. It looks like the doxygen only regenerates the files fish-2.3.1/user_doc/html - it also doesn't install the man pages.
So I see no need to even have the deps
