This is crashing on :
---> p5.16-parse-cpan-meta is replaced by p5.22-parse-cpan-meta ---> Configuring p5.22-parse-cpan-meta Error: p5.22-parse-cpan-meta has been replaced by p5.22-cpan-meta; please install that instead.
I uninstalled p5.22-parse-cpan-meta, installed p5.22-cpan-meta, clean everything a few times, but it persists with this error.

For one thing, uninstall p5.16-parse-cpan-meta, if it's still installed.

The second log you attached showed that you could not uninstall p5.16-parse-cpan-meta because you had other ports installed that depended on it. So uninstall those other ports first.

We're now at p5.26-cpan-meta
/p5.28-cpan-meta
. Is this still an issue or can this be closed?

There is no bug to be fixed here.
Note: See
TracTickets for help on using
tickets.
No "crash" is occurring; you (or one of the other ports you're trying to install or upgrade) are just asking MacPorts to install a port that no longer exists. Maybe if you attach the main.log file it will contain additional information we can use to help you figure out why.
