py-tables compilation version conflict with hdf5-18

Description
The archive of py-tables (py27- and py35-) is compiled against an older version of hdf5-18, causing segfaults. This has occurred before, e.g., #34820. Perhaps part of the problem is that it cannot be compiled while hdf5 is active, so that may be limiting compilation on the build machines. I wonder if py-tables should be restricted to be a source install. Or maybe it just needs a revbump.
