py35-setuptools @28.8.0: Install cannot fetch the py35-setuptools-28.8.0 distribution files

Installation of py35-setuptools is unable to fetch a setuptools-28.8.0.tar.gz distribution file. (This also occurs for py27-setuptools). The terminal record is:
