Summary: ImageMagick @6.9.6-6: update to 7.0.4-3 and fix livecheck → ImageMagick: update to 6.9.7

Updating to version 7 is postponed indefinitely as you found in #51310.

The livecheck was already fixed in [0b1a81c24866e7a24b48e568f95bfd13df2bd3d2/macports-ports] to only find 6.x versions.

Updating to 6.9.6-8 or later is more difficult than you might think, because the library versions of all three libraries have changed, which means all ports linking with any ImageMagick library need to be revbumped to be rebuilt, and ideally I would like to test that they all do build correctly before committing that.
