ImageMagick: Add 'perl' variant to build PerlMagick

Description

I was able to add this to my local Portfile to enable the Image::Magick Perl extensions, and it would be nice to include this variant going forward. 

variant perl description {build PerlMagick extensions} {
    configure.args-replace  --without-perl --with-perl
}
