Pandoc: Update to version 1.19.2.1 to work with current jupyter-nbconvert 5.2.1.

Description
Jupyter nbconvert 5.2.1 cannot generate PDF files if they have links. It seems to come from the present Pandoc version (1.12.4.2). If pandoc is upgraded to the latest one (1.19.2.1) the PDF is generated without a problem. The problem has been already reported in jupyter: https://github.com/jupyter/nbconvert/issues/480.
