A sudo port -vvv selfupdate && sudo port -vvv upgrade outdated gives to me :

I do not have access to this particular setup (wiki:FAQ#prerelease), but this seems to be a problem with your setup.
macosx_deployment_target
is being set to 10.12, which should not happen by default on a 10.13 machine.
By chance did you follow wiki:Migration instructions with you upgraded to the latest OS?

This afternoon after a sudo port -vvv selfupdate && sudo port -vvv upgrade
the problem seems resolved. How ? why ? i don't know.
