physfs: Update to 3.0.1 and fix livecheck

Description

physfs should be updated to 3.0.0. This is needed for #55163.

The livecheck needs to be fixed as well. The attached patch does this.

I don't suppose anyone is chomping at the bit to adopt this port. I also have a project that's dependent on PhysFS 3.

physfs: update to 3.0.1; move to cmake 1.1 PG

Docs say it is backward source and binary compatible.
