This is a SourceForge issue. If you look at the downloaded file, it contains:
If you try a direct download, it just doesn't work (at least for me). It cycles through various possible download servers then dies.
I honestly don't know what to do but wait. Sorry!
I'm closing this ticket since I can't fix it (even though the resolution is "wontfix" ...).
