It can't be built locally, if the user runs an old macOS version that can't fetch from GitHub, and if we haven't mirrored the distfiles, which we hadn't for this port. The question is why hadn't we, and when did it get mirrored? I noticed several ports fail to build on the 10.8 buildbot last night, because of dependencies on libpsl, which couldn't be fetched. Why did that happen?

I have some computer, new and old, and I have an old Mac with 10.7 installed.
Libpsl was upgraded to 0.20.1-20180328 and it works under OS X 10.7. In other Mac with Sierra the binary is OK.
Libpsl is need for many other MacPorts software that works in Lion. Not all software are built under Lion but many are built and the speed is very good: ffmpeg, QGIS, ...
I use MacPorts gcc, better than old Xcode in Lion for compiling

Can you show us the error message? If no pre-compiled binary is available, port should just build the software locally.
