emacs22 emacs23: Remove old versions of emacs

The emacs22 and emacs23 ports should be set to obsolete and replaced_by the emacs port. There are no dependencies on these old versions and no reason to keep them around. emacs is currently at version 26.1 and we do not have emacs24 and emacs25 ports.

emacs22, emacs23: replaced_by emacs

Let's not keep these old versions around, especially since we haven't
made separate ports for subsequent obsolete versions.
