apache2: UserDir still not working

Description
On new Macports 2.5.3 El Capitan. After few months I returned to Apache 2.4 curious if bug was fixed but I cannot still make userdir works I am attaching two conf files. and the result. In english it is "connection broken..bla bla bla it happens where server is overload" rly...? on my local machine?

The instructions are a little terse. You need to uncomment the line ( in
etc/apache/httpd.conf
)#LoadModule userdir_module lib/apache2/modules/mod_userdir.so
so it reads
LoadModule userdir_module lib/apache2/modules/mod_userdir.so
