port diagnose: warn about incompatible archs

Description

port diagnose should look at the values of build_arch and universal_archs and warn about potential problems. These would include:

  • unknown arch names
  • archs that are not compatible with the hardware/OS we're running on
  • build_arch not being one of the archs listed in universal_archs
