It built fine on our Mojave build server.
The problem on your system seems to be:
error: 'utimensat' is only available on macOS 10.13 or newer
and you have configured your MacPorts to use the 10.11 deployment target. Did you do that deliberately? If not, remove the line macosx_deployment_target 10.11
from your macports.conf file.

This is clearly caused by the different deployment target setting used against the 10.14 SDK. Closing.
