virtuoso-7 doesn't build againt openssl 1.1.1

Description
checking OpenSSL version... >= 0.9.8e checking OpenSSL version... configure: error: OpenSSL version 1.1.0 or greater is currently not supported.
I tried bumping it to v7.2.5.1 but same thing.
Haven't tried the github tip yet.

Looks like it's possible that it just won't build against openssl 1.1.x at the moment.
