mapnik fails to build with new version of boost

Description
The MacPorts version of Boost is 1.71.0, which seems to be incompatible with mapnik.
There is already an upstream bug report.
There is also a more recent FreeBSD bug report.
A couple of other ports (e.g. percona and mysql8) in similar positions download their own versions of Boost.
However, mapnik requires the Boost libraries (not just the headers).
