Command "sudo port upgrade outdated fails"

~: sudo port selfupdate
--->  Updating MacPorts base sources using rsync
When I do a selfupdate it appears to be successful:

MacPorts base version 2.5.4 installed,
MacPorts base version 2.6.2 downloaded.
--->  Updating the ports tree
--->  MacPorts base is outdated, installing new version 2.6.2
Installing new MacPorts release in /opt/local as root:admin; permissions 0755

But I cannot upgrade outdated ports:

~: sudo port upgrade outdated
Password:
Error: Unable to open port: can't set "compiler.blacklist": invalid command name "compiler.command_line_tools_version"
Error: Follow https://guide.macports.org/#project.tickets to report a bug.

I have repeated this several times, and I always get the same messages.

I had a similar problem last week. I found out it was because my Xcode installation had been updated, and I needed to accept the Xcode license. The port selfupdate system does not provide an error message to tell you what happened.

Use sudo port -v selfupdate to get verbose output and see what is actually happening.
