I agree, GNU Savannah's web and git servers are offline at this time.
We could potentially switch the port to a more reliable clone of the git repository, perhaps this one on GitHub. This would have the added benefit that we could use GitHub's automatically generated tarballs instead of having to fetch from the git repo; this would have prevented the problem of relying on a single point of failure for git fetches.

Because of this, we are not able to install the emacs for now. Is there any workaround?

GNU Savannah seems to be up again now. Try again?

However, as drkp has mentioned, if it updates to more reliable repo, it would be great.
