qt5-qtbase @5.14.1 doesn't build on 10.12

Description
It seems that the latest Qt has dropped support for Sierra, leading to a bunch of build failures. So there probably needs to be yet another pinned version of qt5 for 10.12. Dropping an OS between 5.14.0 and 5.14.1 was rather nasty. Not going backwards would require creating a qt5140 (yuck), though if they'd officially dropped 10.12 support in 5.14.0 without actually failing until 5.14.1, then maybe pinning 10.12 at qt513 would be more consistent, albeit with some possible fallout from the backward jump.

Thank you for the report.
I was surprised at the breakage between 5.14.0->5.14.0.
Currently, I am (slowly) creating a qt513 port.
A similar ticket is already open, so we can track the progress there.
