port install returning 403 Forbidden for http and https locations

Below is just an example of installing one port. This happens for me for almost every port unless there is an ftp file location for the port

There's obviously not going to be something wrong with every server at the same time, so the problem must be on your end—either some firewall or antivirus software installed on your computer, or else a proxy server or other network configuration issue.
