spatialite-4.99.20200511_0 fails to fetch

The distribution file doesn't seem to be available on the mirrors, and the log file offers little other information:

I closed this ticket under the assumption that the developers had added a captcha to prevent automated downloads and distribution. However that may not be the case, so I asked:
