This is yet another case (like #59786) where a perl module is ignoring the compiler MacPorts tells it to use (in this case MacPorts clang 9) and is trying (in a custom and surely unnecessary "let's see if we can find your compiler" check) to use the compiler that perl was compiled with (in this case MacPorts clang 3.4) which happens no longer to be installed.
