python3 build_qrc.py resources.json make: python3: No such file or directory make: *** [resources.qrc] Error 1

I marked it fixed but I'm not sure.
It looks like 10.10 doesn't have python3
? The port transitively requires python38
, and we should have been using that anyway, so I changed it to do so.
I see there seems to not be a 10.10 buildbot, and 10.9 fails because of a known-failing dependency. Unfortunately I don't have a 10.10 environment to check myself.
