sort-with-subports.tcl shouldn't check public server for nondistributable ports

For each port, sort-with-subports.tcl (used by mpbb-list-subports) checks whether the archive exists on the public server. If so, it skips it. If not, then it checks the license, and if the license is nondistributable, then it checks whether the archive is on the private server.

It should not check the public server for nondistributable ports. It should only check the private server.
