Description
Compilation of Graphiz is currently broken. MacBook pro 2012 + MacOS 10.15.6 + XCode 11.3(11C29):

Looks like a duplicate of #60962.

Yes it's a duplicate. Re-installing Xcode 11 from scratch and tuning CLT to be reconized by Xcode fix the problem (there is a setting in XCode preference where you can choose the right CLT version to use, and for me this setting was empty).
