The SWIG transition was just over a year ago now ... August 18, 2019 ... https://github.com/macports/macports-ports/commit/0f24ea2e95211327f4905ad9f70cf43051abd986
So yes I suppose this dependency can be removed now ... guessing if there were to have been an issue someone would have reported it :)

The only relevant comment I see says:
I'm not sure exactly what this is doing, but it sounds like something that needs to stay in place for at least one year, since that is how long we usually give users to upgrade their ports before transitional arrangements (like
replaced_bystub ports) possibly go away.
