Description
I have downloaded the 11.0 Big Sur package and the installer tells me that it can be installed only on 11.0. My system is running 11.1 Beta, which still should be allowed, no?

Thanks for letting us know. With macOS Big Sur Apple changed the macOS version numbering scheme and MacPorts has not yet fully adapted to that. Yes, we should change it to allow this.

Until we fix this problem with the installer package, you can install MacPorts by building it from source.
