Summary: py38-msgpack @1.0.2: ModuleNotFoundError: No module named 'binascii'python38 @3.8.7 +universal doesn't work

In fact this affects all python modules with python38 now when python38 is built universal. So whatever problem was introduced in python39 (see #61282) has now been backported to python38 in 3.8.7.
