Repeated warning when updating ports on macOS Big Sur

Warning: The macOS 11.2 SDK does not appear to be installed. Ports may not build correctly.
This warning comes even though I have followed the instructions here: https://trac.macports.org/wiki/Migration and here: https://trac.macports.org/wiki/BigSurProblems
in particular reinstalling MacPorts (to 2.6.4) and installing Xcode tools by hand download. Note that the correct version number for the Xcode tools is 12.4 SDK, not 11.2.

The warning can be ignored in the meantime as long as you have the Command Line Tools installed with the correct SDK for your OS version.
