failed when trying a 

sudo port upgrade outdated

Cleaned, didn't work. Uninstalled all,

Indeed, opencv4 was upgraded, without fixing gmic.

FYI, it looks like GMIC no longer enables OpenCV support by default, perhaps starting with 2.9.7.

I'm in the process of fixing that. Tracked by issue:62738
