There is no "up". Nobody maintains this port right now, so you or somebody will have to volunteer to figure out what the problem is and how to fix it and contribute that fix to MacPorts.

Edited as the patch shows and libgcc9 gets farther in the build Monterey 12.1 than in MacPorts #63697.

MacPorts upgrade on MacOs 12 Monterey: See Ticket https://trac.macports.org/ticket/64372 for help on this issue: Tipp there is "install gcc11 or gcc-devel". You will have to force deactivate and clean some dependent libraries when cleaning your system from libgcc and libgcc10. I selected to install gcc-devel. Hope that helps!

Closing, as issue is gone in latest versions, and anyway gcc9 is no longer supported on 10.11 and newer.
