libgcc11 @11.1.0: Fails to build on 12.0 Monterey under arm64

arm64 is still using 11.1.0 instead of 11.2.0 used on x86_64, but building fails with the error under Monterey:

:info:build If you meant to cross compile, use `--host'.

I belive this is a different issue to #63691 and #63677 which appear to be x86_64 specific.
