sunclock: Fix implicit declaration of function

Closes: #64386

Also add size to checksums, move a reinplace to a patchfile, remove
duplicate optflags from CFLAGS (configure.cflags already contains
configure.optflags), and disable livecheck since there is no upstream
anymore.
