boost178: create new port for latest upstream version

Description
Boost released v1.78.0 early December, it would be nice to have the latest version packaged in MacPorts as boost178
. Additionally, what is the policy for the default version set by the boost
PG? Currently it defaults to 1.76, when do we bump that?

My vote is to leave the default at 1.76 for a bit longer & see how compatible 1.77 and 1.78 are as ports start using them. Boost updates break things very reliably, and it takes time for projects to catch up ... usually 6 months to a year in my experience.

I'm with Michael here. I do hope it won't take "6 months to a year" to upgrade the default Boost to 1.78, but giving it a little more time seems a very good idea.
