py39-ipykernel upgrade broke jupyter

Description
I had jupyter installed and it was working fine. I did an upgrade of py39-ipykernel from 6.9.1_0 to 6.12.1_0 and then if I tried to start jupyter notebook the kernel would not start. I noticed that it was not finding psutil (an error when starting) so I installed the py39-psutil port and it now seems to be working fine. So, it seems that psutil is now a dependency of ipykernel, but wasn't before?
