libusb-devel fails because libusb is installed. Attempting to uninstall libusb breaks other ports.

Description
libusb-devel fails to install because libusb is installed.
libusb-devel should provide headers (and whatever else is needed) for development purposes. It should install even if one (or more) versions of libusb are installed.
$ sudo port install libusb-devel Password:
Error: Can't install libusb-devel because conflicting ports are active: libusb Error: Follow https://guide.macports.org/#project.tickets if you believe there is a bug. Error: Processing of port libusb-devel failed
