Did you migrate your MacPorts installation from an x86_64 Mac? What output do these commands produce?

I reinstalled MacPorts and best I could, wiped the /opt/local directory.
[ttys000,/opt/local,385] port -v installed lz4 ahd@tamara 06:11:03 None of the specified ports are installed. [ttys000,/opt/local,386] lipo -info /opt/local/lib/liblz4.dylib ahd@tamara 06:11:30 fatal error: /Applications/Xcode.app/Contents/Developer/Toolchains/XcodeDefault.xctoolchain/usr/bin/lipo: can't open input file: /opt/local/lib/liblz4.dylib (No such file or directory)
Is there a documented procedure for nuking all traces of MacPorts to start over? (We can close this not as reproducible and I'll start from scratch if so.)

I turned /opt/local into a parking lot and reinstalled; now it works.
PBCAK (problem between chair and keyboard). Close please.
